Amends regulations for the State Capitol Building and Legislative Office Building to add Rule 11 governing personal screening systems and legislator access.

Restricts the Office of the State Capitol Police from operating personal screening systems except during elevated or imminent threat alerts from the National Terrorism Advisory System, or on specified dates authorized by a two-thirds vote of House and Senate majority and minority leaders, the Speaker, and Senate President Pro Tempore.

Requires consultation with the chief of the State Capitol Police before authorizing personal screening system operation on specified dates.

Mandates that the State Capitol Police permit all General Assembly members and the Lieutenant Governor electronic access to the House and Senate chambers at all times using their identification cards, except during emergency circumstances.
