House Resolution 101 - Summary

• Establishes modified House rules for the July 2020 special session based on the 2020 regular session rules with specified amendments

• Allows members present in the State Capitol or Legislative Office Building and logged into the electronic voting system to be counted as present for quorum purposes during public health or civil preparedness emergencies

• Permits members to address the chair and participate in debate through the electronic voting system during declared emergencies, eliminating the requirement to be physically present in the chamber

• Streamlines bill processing by allowing bills and substantive resolutions to be acted upon immediately after electronic notice to majority and minority leaders, and to be transmitted between chambers immediately after final action

• Requires face coverings or masks for all members and persons in the House chamber or Hall during declared public health or civil preparedness emergencies, with exemption for members addressing the chair while maintaining six feet distance
