Adopts House rules from the 2020 regular session for the September 29 special session, with specified amendments and repeals.

Allows members physically present in the State Capitol or Legislative Office Building and logged into the electronic voting system to count toward quorum during public health or civil preparedness emergencies.

Permits members to address the chair and participate in debate through the electronic voting system during declared emergencies, and requires cloth face coverings or masks to be worn in the chamber except when a member is addressing the chair and maintaining six feet distance.

Streamlines bill consideration by allowing bills and substantive resolutions to be acted upon immediately after electronic notice to majority and minority leaders, with expedited transmission between chambers.

Restricts bills and resolutions eligible for consideration to those specified in Joint Rules, certified bills, and resolutions pertaining to special session rules, journal printing, and session expenses.
