Establishes House rules for the September 2020 special session based on 2020 regular session rules, with specified amendments and exceptions.

Allows members present in the State Capitol or Legislative Office Building and logged into the electronic voting system to count toward quorum during declared public health or civil preparedness emergencies.

Permits members to address the chair through the electronic voting system during declared emergencies and enables the speaker to take necessary action to preserve order in the Capitol or Legislative Office Building.

Streamlines bill processing by allowing bills and substantive resolutions to be acted upon immediately after electronic notice to leadership and enables rapid transmission between chambers.

Requires members and persons in the House chamber or building to wear cloth face coverings or masks during declared public health or civil preparedness emergencies, except when a member is addressing the chair while maintaining at least six feet distance.
