• Individual and group health insurance policies must cover all types of diabetes treatment, including laboratory testing, insulin drugs, non-insulin drugs, and diabetes equipment and supplies in accordance with the insured's treatment plan, effective January 1, 2021.

• Cost-sharing limits capped at $50 per 30-day supply for insulin drugs, $50 per 30-day supply for non-insulin drugs, and $100 per 30-day supply for all diabetes equipment and supplies; combined monthly out-of-pocket expenses for insulin drugs and equipment cannot exceed $100.

• Licensed pharmacists may dispense insulin drugs and diabetes equipment without a prescription if they determine a patient would suffer immediate physical harm without immediate dispensing, limited to the minimum amount necessary.

• Commissioner of Social Services must study and report by January 1, 2021 on the feasibility of expanding a low-income diabetes assistance fund.

• High deductible health plans exempt from certain cost-sharing restrictions to the maximum extent allowed under federal law while maintaining health savings account eligibility.
