Requires Internet service providers (ISPs) offering fixed or mobile broadband services in Connecticut to register with the Public Utilities Regulatory Authority and pay an annual registration fee of $5,000 starting January 1, 2021

Prohibits ISPs from blocking lawful content, impairing or degrading lawful Internet traffic, engaging in paid prioritization, or interfering with end users' ability to access content and services of their choice, subject to reasonable network management exceptions

Requires ISPs to publicly disclose accurate information about network management practices, performance, and commercial terms sufficient for consumers to verify compliance with net neutrality principles

Authorizes the Public Utilities Regulatory Authority to receive complaints, investigate violations, conduct contested case hearings, and levy civil penalties against ISPs that fail to comply with net neutrality requirements

Prohibits ISPs from selling or transferring consumers' personally identifying information (including browsing history, location, and communications) or displaying targeted advertisements without express and affirmative written permission, effective October 1, 2020
