Defines "childcare services" as care for children under 13 years old provided to candidates who are parents or legal guardians, when such services are necessary due to campaign activity.

Permits participating candidates in the Citizens' Election Program to use grant funds for childcare expenses, capped at the amount of qualifying contributions allowed under section 9-704.

Allows candidates to pay childcare costs directly from personal funds without seeking reimbursement, and these personal expenditures do not count toward the personal fund limits for each office (Governor: $20,000; statewide offices: $10,000; state senator: $2,000; state representative: $1,000).

Requires compensation for childcare services to be reasonable and customary, with State Elections Enforcement Commission to adopt regulations on permissible expenditures.

Effective date of July 1, 2020 for all amendments to Connecticut General Statutes sections 9-601, 9-706, 9-710, and 9-607.
