Establishes a new crime of performing female genital mutilation on persons under age 18, defined as knowingly circumcising, excising, or infibulating any part of the labia majora, labia minora, or clitoris.

Classifies performing female genital mutilation as a class D felony.

Permits surgical operations by licensed physicians or nurse-midwives when necessary for the health of the person or for medical purposes related to labor or childbirth, excluding operations based on custom or ritual beliefs.

Takes effect October 1, 2020.
