Prohibits distributors and dealers from selling, offering for sale, displaying, or possessing with intent to sell any flavored cigarettes or flavored tobacco products effective October 1, 2020.

Defines "flavored" as imparting a characterizing flavor including fruit, chocolate, menthol, mint, wintergreen, vanilla, honey, candy, cocoa, dessert, alcoholic beverage, herb or spice tastes or aromas, but excludes tobacco flavor.

Manufacturer public statements claiming a product has a characterizing flavor constitute prima facie evidence that the product is flavored.

Establishes civil penalties for violations: $300 for first infraction, $750 for second infraction within 36 months, $1,000 and license suspension (minimum 30 days) or revocation for third infraction, and license revocation for fourth infraction.

Extends the same flavored product prohibitions and penalties to electronic nicotine delivery systems and vapor products sold by registered dealers, effective from passage.
