Removes temporary nursing home care requirement limitation for fiscal years 2016 and 2017, allowing broader eligibility for home-care services regardless of care level needed

Maintains maximum annual service costs at 50% of weighted average nursing home costs in the state, with commissioner discretion to exceed this amount in cases of extreme hardship
