Department of Energy and Environmental Protection shall establish and administer an annual free swimming lessons program for individuals under age eighteen, operating during summer months at state parks.

Program shall be administered at not fewer than eight state parks, with priority given to parks with appropriate facilities located in municipalities lacking free swimming lessons for residents.

Department may contract with nongovernmental entities that provide swimming lessons and water safety skills instruction to carry out the program.

Department may accept gifts, grants, and donations from public or private sources to establish and administer the program.

Effective date is July 1, 2020, and the program is subject to available appropriations.
