Repeals and replaces Section 22a-339h of the general statutes regarding Lake Beseck water level draw downs, effective October 1, 2020.

Requires the Commissioner of Energy and Environmental Protection to enter into an agreement with the town of Middlefield and Lake Beseck Association on or before November 1, 2020 for an annual water level draw down schedule.

Establishes a three-foot water level draw down during even-numbered years, completed by December 1 and maintained until March 1 of the following year.

Establishes a six-foot water level draw down during odd-numbered years, achieved by November 1 and maintained until January 31 of that year, followed by a three-foot draw down maintained until March 1 of the following year.

Aims to balance recreational needs, preserve lakefront infrastructure, manage fisheries habitat, and control aquatic plants by exposing plant roots to freezing temperatures in odd-numbered years.
