Board of Regents for Higher Education must post and update a financial report on its website starting July 1, 2020, and quarterly thereafter until December 31, 2023, documenting the Students First plan implementation for regionalizing community-technical colleges.

Report must include direct savings realized, detailed list of all expenses with payee information and portions assessed to each regional community-technical college, and copies of all consulting or service contracts entered into for implementation.

Report must specify each position serving to implement the Students First plan, including whether it is located at the central office or a regional campus, and whether it is newly created or transferred from a regional college with full job descriptions for new positions.

Report must identify any funds or positions transferred from regional community-technical colleges to the central office of Connecticut State Colleges and Universities and document any resulting impact on campus services.

The act becomes effective July 1, 2020.
