Establishes a task force to study issues at homeless shelters, including accommodating service animals and companion animals, ensuring safety of transgender homeless persons, and assisting homeless persons denied shelter due to nonviolent crime background checks or outstanding Department of Motor Vehicles warrants.

Task force consists of 10 members: two appointed by House speaker (one with transgender expertise), two by Senate president pro tempore (representing shelter providers), one each by House and Senate majority leaders, one each by House and Senate minority leaders, three state commissioners (Housing, Emergency Services and Public Protection, Motor Vehicles), and joint standing housing committee chairpersons.

All initial appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after passage.

Task force shall submit findings and recommendations to the joint standing housing committee by January 1, 2021, and automatically terminates upon report submission or January 1, 2021, whichever is later.

The housing committee's administrative staff shall provide support to the task force.
