Establishes the Open Choice Voucher pilot program to be created by the Commissioner of Housing by June 15, 2021, in consultation with the Commissioner of Education and housing, civil rights, and education advocates.

Designates 20 rental assistance program certificates over two years for low-income families who have participated at least one year in the interdistrict public school attendance program in the Hartford region and wish to move to the town where their child attends school.

Makes 10 rental assistance certificates available during the 2021 school year and 10 additional certificates during the 2022 school year, with all participants having access to residence mobility counseling programs.

Requires the Commissioner of Housing to develop procedures for landlord recruitment, family recruitment, housing search assistance, and counseling as part of the pilot program.

Mandates an interim report by August 31, 2021, and a final report by August 31, 2022, detailing program implementation, utilization rates, waiting list numbers, demographic information of participants, and recommendations for future implementation or extension.
