Revises section 2-79a to specify commission composition effective July 1, 2019, including legislative leaders, state commissioners, and 17 appointed members representing municipalities, education, labor, regional councils, and public interests.

Modifies section 7-159d to allow municipalities to invest up to 40% (or 50% with an adopted investment policy) of Climate Change and Coastal Reserve Funds in equity securities, with remaining funds invested in bonds, certificates of deposit, and other specified financial instruments.

Makes technical corrections throughout statutes sections 16a-25, 22a-92, 22a-100, 25-102gg, 25-201, 25-204, 25-206, 25-231, 25-234, and 25-236 by changing "state plan [for] conservation and development" to "state plan of conservation and development" for grammatical consistency.

Changes "fifteen [days]" to "fifteen days'" in section 25-102gg to correct punctuation in notice requirements for public hearings.

All amendments effective October 1, 2020.
