Grants adopted persons age 18 or older access to uncertified copies of their original birth certificates regardless of when their adoption was finalized, removing the October 1, 1983 date restriction.

Allows adult children or grandchildren of adopted persons to request original birth certificates on behalf of deceased or incapacitated adoptees.

Requires town registrars of vital statistics to issue original birth certificates within 30 days of written request and include notice of birth parents' contact preferences and available medical health history forms.

Updates reporting requirements for the Department of Children and Families to submit annual reports (through January 1, 2026) on contact preference forms and medical health history forms filed by birth parents.

Effective date of July 1, 2020 for all amendments to Connecticut General Statutes sections 7-53, 7-53a, 45a-751b, and 45a-751c.
