Repeals and replaces Section 8-19a of the general statutes effective October 1, 2020, governing alternate members of municipal planning commissions.

Permits municipalities to appoint or elect alternate members to planning commissions who must be electors and have the same powers and duties as regular members when seated.

Removes the prohibition that prevented zoning commission and zoning board of appeals members from serving as planning commission alternates.

Requires alternate members who currently or previously served on the zoning commission or zoning board of appeals to recuse themselves from planning commission appeals involving decisions they participated in.

Requires municipal ordinances to specify the manner of designating alternates to act.
