Requires all pharmacies and pharmacists to make manufacturer rebates available to patients at the point of purchase for outpatient prescription drugs, effective October 1, 2020.

Defines "rebate" as a discount or concession provided directly by a pharmaceutical manufacturer to a pharmacy that affects the price of an outpatient prescription drug, excluding bona fide service fees.

Prohibits pharmacies and pharmacists from retaining any savings generated by a rebate unless they first reduce the patient's cost of the prescription drug to zero dollars.
