Raises the mandatory helmet use requirement for motorcycle and motor-driven cycle operators and passengers from under eighteen years of age to under twenty-one years of age.

Requires helmets to conform to minimum specifications established in 49 CFR 571.218, with violations classified as infractions subject to a minimum fine of ninety dollars.

Excludes autocycles from the motorcycle helmet requirement definition.

Amends motorcycle instruction permit requirements to require applicants wearing protective headgear as specified in Section 14-289g while operating motorcycles.

Takes effect October 1, 2020, modifying Connecticut General Statutes sections 14-289g and 14-40a(b).
