The Commissioner of Motor Vehicles, in consultation with the Connecticut Police Chiefs Association and at least one autism advocacy organization, shall design and distribute blue envelopes to persons with autism spectrum disorder or their parents/guardians upon request.

The blue envelopes must provide written information and guidance on the outside regarding ways to enhance effective communication between police officers and persons with autism spectrum disorder.

The envelopes are designed to hold a person's motor vehicle operator's license, registration, and insurance identification card.

Starting January 1, 2020, the Commissioner shall provide blue envelopes to any person with autism spectrum disorder or their parent or guardian who requests one.

The law becomes effective October 1, 2020, amending Connecticut General Statutes Section 14-11j.
