Prohibits smoking in nursing home facilities and all areas of health care institutions, effective October 1, 2020.

Extends smoking ban to state or federally subsidized housing, including assisted living facilities designated for elderly persons, with an exception for public housing projects (non-subsidized).

Maintains existing statewide smoking prohibitions in restaurants, retail food stores, schools, child care facilities, elevators, dormitories, and other specified public places.

Requires conspicuous signage in prohibited areas stating smoking is prohibited by state law, with specific size requirements (letters at least 4 inches high for most locations).

Classifies violations as infractions, including smoking in prohibited areas, failure to post required signs, or unauthorized removal of signs.
