Requires the Commissioner of Economic and Community Development to conduct a study of issues relating to Connecticut's bioscience industry and the job pipeline in that sector.

Mandates consultation with Connecticut Innovations, Incorporated during the study process.

Requires submission of a report with study results to the joint standing committee of the General Assembly having cognizance of commerce matters by January 1, 2021.

Takes effect upon passage and creates a new section of statute.
