Department of Education must develop an assessment framework by January 1, 2021, in collaboration with education stakeholder groups to evaluate school district effectiveness in addressing academic achievement disparities based on racial and socio-economic demographics.

Framework must include measures of board of education governance effectiveness, educator access to student achievement data, educator leadership effectiveness, school district fiscal health and administration, and high-quality standards-based curriculum with culturally responsive pedagogy.

Framework must also measure school climate as defined in state statute, data-driven equity implementation in school district and individual school administration, and availability of resources for educator supports.

Commissioner of Education must submit the completed assessment framework along with implementation recommendations to the joint standing committee on education by January 15, 2021.
