SB 177 Summary

• Effective October 1, 2020, repeals and replaces Section 16-245ii regarding energy consumption data and labeling requirements.

• Requires nonresidential building owners of buildings 50,000+ gross square feet, or multiple buildings on the same parcel totaling 100,000+ gross square feet, to report annual energy consumption data to the Department of Energy and Environmental Protection starting January 1, 2022.

• Requires residential property owners to disclose the previous calendar year's energy bills upon request when the property is publicly listed for sale or rent.

• Allows residential property owners to be exempt from disclosure requirements if they publish a home energy label in the multiple listing service or on property listing websites.

• Defines "Certified Home Energy Performance Professional" as professionals meeting qualifications for either RESNET Home Energy Rating System Raters or U.S. Department of Energy Home Energy Score assessors.
