Raised Bill No. 178 - Energy Efficiency Standards Summary

• Repeals and replaces Section 16a-48 of Connecticut general statutes to establish and update minimum energy efficiency standards for appliances and equipment sold or installed in the state, effective October 1, 2020

• Establishes efficiency standards for 17 product categories in subsection (b) including commercial refrigerators and freezers, illuminated exit signs, large packaged air-conditioning equipment, residential furnaces and boilers, pool heaters, televisions, and metal halide lamp fixtures

• Adds new subsection (i) establishing efficiency standards for 19 additional product categories including air purifiers, commercial dishwashers, faucets, general service lamps, showerheads, water closets, and water coolers with staggered implementation dates between 2021-2023

• Authorizes Commissioner of Energy and Environmental Protection to adopt regulations and test products for compliance, with penalties of up to $250 per violation; allows Attorney General to enforce provisions

• Includes federal energy standards fallback provision: if federal standards issued by January 1, 2018 are withdrawn or repealed, Connecticut defaults to those previously applicable federal standards as they existed on January 1, 2018
