Establishes maximum civil penalties of $40,000 for violations of the Call Before You Dig program by any person, public agency, or public utility, enforced by the Public Utilities Regulatory Authority after notice and hearing.

Limits penalties to $1,000 maximum for public utility failures to mark underground utility locations correctly or within prescribed timeframes when no property damage, personal injury, or gross negligence occurred.

Requires civil penalties for marking failures to be paid by the person, public agency, or public utility receiving the notice of violation, and permits the authority to direct recovery of any penalties that were recovered from other parties.

Extends the deadline for filing a written application for a hearing from the standard timeline under section 16-41(d) to thirty days from receipt of the violation notice.

Takes effect October 1, 2020.
