Prohibits providers of lifeline cellular telephone service from deducting any units or dollars from prepaid accounts when consumers access the 2-1-1 system (effective July 1, 2020)

Requires providers to reimburse consumers as soon as practicable if any charges are deducted for 2-1-1 calls

Mandates the Department of Social Services to contract with service providers for reimbursement of costs associated with free 2-1-1 access, with payments made no less than quarterly

Applies to prepaid wireless telecommunications service provided to low-income individuals through the Federal Communications Commission's lifeline program
