Delays implementation of performance measures for methadone maintenance providers from on or after July 1, 2020, to an evaluation period of July 1, 2020, through June 30, 2021.

Requires the Department of Social Services to develop performance measures in consultation with the Department of Mental Health and Addiction Services and chemical maintenance providers to improve member outcomes.

Removes previous penalties including up to 5% rate reductions for quarters ending September 30 and December 31, 2020, and up to 10% reductions beginning January 1, 2021.

Directs development of a value-based reimbursement model during the evaluation period that includes financial incentives for providers meeting performance measures and financial risk for those who do not.

Establishes January 1, 2022, as the start date for value-based performance reimbursement.
