Bill Summary: SB 194

• Changes language in section 17a-485d regarding Medicaid optional adult rehabilitation services from mandatory "shall" to discretionary "may" for the Commissioner of Social Services to amend the state plan and adopt regulations, effective July 1, 2020.

• Removes obsolete reference to "uniform regulations for the licensing of human services facilities" from section 17b-59a requirements for developing uniform management information and electronic health information technology standards across state departments.

• Eliminates outdated provision in section 17b-349 regarding specific rate periods effective July 1, 1989, for community health centers and removes reference to "freestanding medical clinics."

• Modifies regulatory procedures in sections 17a-485d, 17b-349, and 38a-479aa to require posting policies and procedures on the eRegulations System instead of publishing notices in the Connecticut Law Journal within specified timeframes.

• Deletes subsection (n) of section 38a-479aa, which exempted consortiums of federally qualified health centers from minimum net worth and financial security requirements.
