Establishes a task force to study the small group health insurance market and examine means to reduce health insurance coverage costs.

Task force composition includes 12 members: two each appointed by House Speaker and Senate President Pro Tempore; one each from House and Senate majority leaders; one each from House and Senate minority leaders; Insurance Commissioner or designee; and two appointed by Governor.

Initial appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days and chaired by persons selected by House Speaker and Senate President Pro Tempore.

Task force must submit a report on findings and recommendations to the joint standing committee on insurance by January 1, 2021, and automatically terminates upon report submission or January 1, 2021, whichever is later.

Administrative support provided by the staff of the joint standing committee having cognizance of insurance matters.
