Requires health insurers, health care centers, fraternal benefit societies, hospital service corporations, and medical service corporations operating in Connecticut to offer at least one qualified health plan through the Connecticut Health Insurance Exchange for plan years beginning January 1, 2021 or later.

Applies only to entities that deliver, issue, renew, amend or continue at least one group health insurance policy covering the types specified in subdivisions (1), (2), (4), (11) and (12) of Connecticut General Statutes section 38a-469.

Mandates that qualified health plans be offered specifically to qualified employers as defined in Connecticut General Statutes section 38a-1080.

Takes effect on July 1, 2020, creating a new section in Connecticut law.
