Expands the definition of "veteran" for motor vehicle registration purposes to include persons with a qualifying condition who received a discharge other than bad conduct or dishonorable, and includes initial active duty for training as qualifying service.

Allows the Commissioner of Motor Vehicles to issue special veteran designation license plates to veterans, active duty service members, and their surviving spouses who own or lease a motor vehicle for at least one year.

Updates the definition of "veteran" for operator's license purposes to include former armed forces members entitled to retirement pay under 10 USC Chapter 1223, in addition to honorably discharged personnel and those with qualifying conditions.

Requires institutions of higher education to award college credit for military occupational specialty training to armed forces members, National Guard members, and veterans with relevant military experience.

Changes take effect July 1, 2020 and apply to sections 14-20b(a), 14-36h(f), and 10a-149d(a) of the general statutes.
