Waives all operator's license and registration fees, including renewal fees, for persons on active duty in the U.S. armed forces, effective July 1, 2020.

Removes the requirement that active duty service members must have been legal residents of Connecticut at the time of induction to qualify for the fee waiver.

Extends one-time fee waiver for one licensing period to honorably separated service members or those with qualifying conditions who apply within two years of separation.

Removes Connecticut residency requirement at time of induction for separated service members seeking the one-time fee waiver benefit.

Authorizes the commissioner to adopt regulations to implement these fee waiver provisions.
