• Establishes union right to access employees on employer premises during workday to discuss grievances and workplace issues, conduct meetings during breaks, and meet with newly hired employees for up to 120 minutes within 30 days of hire without charge to employee pay or leave time.

• Permits unions to use employer electronic mail systems for communications regarding collective bargaining, grievance investigations, and union business, and allows unions to use state and municipal buildings for member meetings at reasonable times.
