Prohibits voter registration information from being used for commercial purposes, including harassment, advertisement, solicitation, or public reproduction in any format.

Limits disclosure of voter date of birth to year of birth only, unless the information is being used for a governmental purpose as determined by the Secretary of the State.

Makes confidential and prohibits disclosure of motor vehicle operator's license numbers, identity card numbers, Social Security numbers, and other unique identifiers used to generate voter registration records.

Protects voter signatures on registration records as confidential, with limited exception allowing election officials to display signatures for comparison purposes only, and prohibits copying of viewed signatures.

Establishes a penalty of ten cents per voter registration record for each offense of obtaining or using voter registration information in violation of these provisions.
