Commission on Human Rights and Opportunities and Institute for Municipal and Regional Policy at Central Connecticut State University shall conduct a disparity study of Connecticut's set-aside program for small contractors and minority business enterprises under section 4a-60g of the general statutes.

Study shall analyze whether the set-aside program effectively facilitates participation of small contractors and minority business enterprises in state contracts, including review of current practices and best practices of other states.

Study shall examine evidence of past or continuing discrimination in state contract awards, the number of qualified small contractors or minority business enterprises eligible for the program, and any contracting barriers preventing full participation.

Executive director of the Commission on Human Rights and Opportunities shall submit study findings and legislative recommendations to joint standing committees on government administration and labor by January 1, 2022.
