Requires registrars of voters to maintain a log of electors who complete signed statement forms under penalty of false statement instead of presenting identification at polling places, and track forms that are incomplete or inaccurate.

Mandates registrars compile and submit a report to the Secretary of the State within 90 days after each primary, election, or referendum detailing the number of electors who signed statements and how many had incomplete or inaccurate forms.

Allows electors who registered to vote by mail after January 1, 2003, to present identification or complete a signed statement form prescribed by the Secretary of the State with their residential address, date of birth, name, and signature.

Permits electors whose voter registration information matches existing Connecticut identification records to sign a statement in lieu of presenting identification when voting in person or by absentee ballot.

Effective October 1, 2020, amending sections 9-261, 9-23g(d)(4), and 9-23r(b) of the general statutes.
