Changes requirement that registrars of voters "may" appoint election day registration officials to "shall" appoint them, making it mandatory to designate personnel at election day registration locations.

Requires applicants registering on election day to declare under oath individually that they have not previously voted and to be administered the elector's oath individually.

Establishes reporting requirements for registrars to submit within 90 days after each election a report to the Secretary of the State detailing the number of election day registrations, denials, and undelivered confirmation notices.

Mandates the Secretary of the State aggregate all town reports within 120 days and submit a consolidated report to the joint standing committee on elections and the State Elections Enforcement Commission.

Directs the Secretary of the State to develop a process to verify that election day registrants registered in other states have not already voted on that election day, with provisional ballots issued until the process is developed.
