Prohibits introduction or delivery of any item containing asbestos into commerce, except when part of real property sales or rentals, effective October 1, 2020.

Prohibits use of asbestos-containing materials in construction or repair of structures, effective October 1, 2020.

Establishes penalties of class B misdemeanor for violations; unclassified misdemeanor with imprisonment up to one year and/or fines up to $5,000 for offenses involving intent to defraud, mislead, or second or subsequent offenses.

Amends Connecticut hazardous substance statute (section 21a-337) to remove previous labeling requirements for asbestos-containing items in construction, replacing them with an outright prohibition except for real property transactions.

Statement of purpose is to protect public health by banning asbestos.
