• Waives fees for certified birth certificates issued to homeless youth (ages 15-17) and homeless young adults (ages 18-23) in Connecticut effective July 1, 2020.

• Allows certified homeless young adults to request birth certificates without the in-person appearance requirement while still waiving all fees.
