Repeals and replaces Section 14-54 of Connecticut general statutes concerning motor vehicle dealership and repair shop licensing requirements, effective October 1, 2020.

Requires applicants for motor vehicle dealership or repair shop licenses to obtain certificates of approval from the zoning commission (rather than the board of appeals) in towns or cities that have zoning commissions, combined planning and zoning commissions, and boards of appeals.

Requires certificates of approval to be approved by both the local building official and local fire marshal in addition to the appropriate local body.

Exempts from these requirements transfers of ownership to immediate family members (spouse, child, brother, sister, or parent) and ownership transfers to or from corporations where such family members have controlling interests.

Exempts changes in ownership involving the withdrawal of one or more partners from a partnership from the certificate approval requirements.
