Raised Bill No. 261 Summary

• The Commissioner of Emergency Services and Public Protection may appoint special police officers nominated by the Commissioner of Revenue Services, who shall have all powers of state police officers and serve at the pleasure of the Commissioner of Emergency Services and Public Protection.

• Redefines "peace officer" under Connecticut law to include special police officers appointed under section 29-18b, thereby extending all peace officer protections and authorities to Department of Revenue Services special police officers.

• Special police officers appointed under section 29-18b are subject to call for emergency service by the Commissioner of Emergency Services and Public Protection in addition to their regular duties with the Department of Revenue Services.

• Updates multiple criminal statutes (sections 53a-19, 53a-22, 53a-23, 53a-167a, 53a-167b, and 53a-167c) to include special police officers appointed under section 29-18b in provisions regarding use of force, arrest authority, and crimes against law enforcement personnel.

• All provisions become effective October 1, 2020.
