Amends Connecticut General Statute 53-341b to add firefighters, municipal fire departments, volunteer fire companies, and emergency medical services personnel to the list of entities exempt from in-person transfer requirements when purchasing body armor, effective October 1, 2020.

Extends body armor purchase exemptions to authorized officials of emergency medical service organizations licensed or certified under chapter 368d of the general statutes.

Requires each municipal fire department, volunteer fire company, and licensed or certified emergency medical service organization to equip all vehicles with body armor sufficient for the number of persons reasonably anticipated to occupy the vehicle at any one time, effective October 1, 2020.

Defines body armor according to section 53a-217d of the general statutes for purposes of the equipment requirement.
