Establishes two certification programs effective October 1, 2020: one for independent inspectors and firms to perform State Building Code inspections, and another for elevator and escalator inspections, both administered by the State Building Inspector with Commissioner of Administrative Services approval.

Sets minimum qualifications, duties, responsibilities, and insurance requirements for certified independent inspectors and inspection firms, with oversight and audit programs to ensure consistency and quality of inspections.

Allows the State Building Inspector or Commissioner to charge reasonable application fees for certification, with authority to waive fees for applicants who demonstrate financial inability to pay.

Authorizes the Department of Administrative Services to rely on certified independent inspector reviews when approving elevator and escalator plans and specifications, and permits certified inspectors to conduct required inspections instead of department inspectors.

Maintains existing fee structure of $250 per elevator or escalator for plan approval and $250 for initial operation certificates, with $240 renewal fees every two years.
