Defines "highway work zone" as a state highway area where construction, maintenance, or utility work is performed, marked by signs and extending from the first warning sign to the "END ROAD WORK" sign.

Establishes the offense of "endangerment of a highway worker" for operating a motor vehicle in a work zone while exceeding the speed limit by 15+ mph, disobeying traffic control devices, driving in unauthorized lanes, or assaulting a highway worker.

Creates penalties of up to $500 fine for endangerment without physical injury and up to $1,000 fine if physical injury occurs.

Establishes "aggravated endangerment of a highway worker" offense with fines up to $5,000 for serious physical injury or $10,000 if death results.

Requires the Department of Transportation to station at least one state or local public safety officer and one vehicle displaying blue lights within highway work zones on limited access highways that extend into travel lanes, effective July 1, 2020.
