Establishes a task force to study dual delivery of human services and methods to increase provision of services by community nonprofit providers under state contract.

Task force includes two nonprofit representatives, four legislative leaders' appointees, one appointee each from House and Senate minority leaders, four state commissioners/designees, two gubernatorial appointees, and the Secretary of Policy and Management or designee.

Appointments must be made within 30 days of enactment, with the first meeting scheduled within 60 days; General Assembly members may serve on the task force.

Task force must submit a report by November 1, 2020, to relevant legislative committees with recommendations on state-administered human services that could be directly provided by community nonprofits on a more cost-efficient and effective basis.

Task force terminates upon submission of the report or November 1, 2020, whichever occurs first.
