Commissioner of Energy and Environmental Protection must convene a collective of New England state solid waste management representatives by October 1, 2020 to establish a minimum recycled glass content standard for wine and liquor bottles sold in the region beginning October 1, 2021.

Commissioner must submit a report to the joint standing committee on environment by December 1, 2020 detailing the collective's results and recommendations for legislative proposals.

If the collective fails to agree on a regional minimum recycled glass content standard, the commissioner shall recommend a minimum standard for Connecticut bottles, a suggested implementation date, and legislative recommendations for an extended producer responsibility program.

The act takes effect upon passage and creates a new section in the general statutes.
