Prohibits use of Class B firefighting foam containing intentionally added perfluoroalkyl or polyfluoroalkyl substances (PFAS) for training purposes beginning July 1, 2021.

Bans PFAS-containing firefighting foam for all firefighting purposes effective July 1, 2022, except for petroleum-based fires if the Commissioner of Energy and Environmental Protection fails to identify an alternative by April 1, 2021.

Requires the Commissioner of Energy and Environmental Protection to develop a take-back program for municipal sources of PFAS by October 1, 2021, with disposal following best management practices.

Defines "perfluoroalkyl or polyfluoroalkyl substance" as a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom.

Authorizes the Commissioner of Energy and Environmental Protection to enforce the provisions within available appropriations.
