Delays implementation of expanded food waste separation requirements from January 1, 2020 to January 1, 2021 for commercial food wholesalers, distributors, industrial food manufacturers, processors, supermarkets, resorts, and conference centers.

Increases the distance threshold from 20 miles to 40 miles from an authorized composting facility and lowers the volume threshold from 104 tons to 52 tons per year for entities subject to source-separated organic material recycling requirements.

Exempts entities that perform on-site composting of source-separated organic materials or use permitted on-site organic treatment equipment from compliance requirements.

Requires permitted composting facilities to report to the Commissioner of Energy and Environmental Protection regarding fees charged for receipt of source-separated organic materials.

Directs the Commissioner to establish a voluntary municipal pilot program by January 1, 2021 for source-separated organic material recycling, with or without compostable bags, to divert food waste from the state's solid waste stream.
